I think there are three main areas where this could happen.
1. Near Alamo Brewery, there is already so much work being put into that side of town and there is so much room for improvement. Since there is nothing else really happening on the east side and property values are low it make sense for this to happen here. Plus there are plenty of existing retail spaces that are move in ready.
2. Hemisfair could be another but I think the limiting factor behind why it wouldn't be is because it's partly under city control. It's honestly not that big of a park. It could easily expand into the La Villita space though.
3. The undiscovered Pearl would have to be the old Lone Star Brewery. I've heard that many people have tried to do something with it in the past but nothing has ever come out of their troubles. It's in a great location for development (just south of SouthTown). It has tons of room and it's not under city management. All it needs is someone with a vision.
