Traffic barricades

Whenever there is an event at the Alamodome -- which is frequently -- traffic barricades are put up that block the intersections at Cesar Chavez and Labor Street, Indianola Street, and the alley at Hemisview Apartments. Additionally, "no parking" signs are plastered along every side street in the area. Residents in this neighborhood have to detour all the way around these barricades, making access to highways 281 and 37 more difficult and increasing travel time. And the city is paying for both disposable "no parking" signs to be planted and removed and barriers to be put up and taken down. Wouldn't it make more sense to just use one or the other? Why not just use the "no parking" signs, and let residents freely travel down their streets?
